    Analysis of National Forest Programs for REDD+ Implementation in six South and Southeast Asia countries

    Aim of study: To facilitate REDD+ implementation and identify relevant attributes for robust REDD+ policies, this study evaluated and synthesized information from national forest programs in South and Southeast Asian countries.Area of study: Data was collected from six countries: Sri Lanka, Indonesia, Bangladesh, Philippines, India and Thailand.Methods: The data sources for the evaluation was an in-depth desk review of relevant documents and focus group discussion among experts from each study country.  Main Results: We found out that diverse factors may influence program feasibility and the ability to achieve ‘triple benefits’: the nature of the forest targeted by the policy, the characteristics of the population affected by the policy, attributes of the policy instrument and the different actors involved.Research highlights: We argue that national policies and programs targeted for REDD+ implementation should focus on the identified features to achieve REDD+ goals.Keywords: policy evaluation; policy instruments; triple benefits; Southeast Asia

    REDD policy impacts on indigenous property rights regimes on Palawan Island, the Philippines

    Several Southeast Asian states have been working feverishly to design and implement REDD policy frameworks to fulfil their commitment to global climate change mitigation. In doing so, state agencies will be challenged to design REDD plus policies that value and conserve forest carbon in ways that align with national policies and local priorities for managing forest landscapes defined by complex property rights regimes. However, as with other market-based policies, the expeditious delivery of REDD could bypass critical analysis of potential interactions with national tenure regimes, customary property rights, and local livelihoods. Drawing on the case of Palawan Island-a forested frontier island in the Philippines-we examine how nascent REDD policies can articulate with state sanctioned tenure, customary tenure, and forest uses in changing livelihood contexts. This paper draws on research among Tagbanua and Pala'wan people to illustrate how complex and changing tenure structures, commodity markets and livelihood dynamics may influence how REDD plus interventions affect indigenous customary lands and forest use. We argue that the ability of indigenous forest users to maintain stored carbon and improve livelihoods is contingent upon the 'socio-material' form of carbon-a commodity defined in relation to the resources and social processes of which it is part

    Enhancing resilience through capacity building in LCCAP formulation in the local government of Aurora, Philippines

    Climate Disaster Risk Assessment (CDRA) and Local Climate Change Action Plan (LCCAP) provide the scientific and legal platform for climate change adaptation and mitigation in the Philippines. This APN CAPaBLE project responds to the limited technical capacity of local government units (LGUs) to comply with this requirement through collaborative capacity building. Evaluation of CDRA and LCCAP led to a National Interagency Technical and Policy Forum to formulate action plans and fast-track preparations. The initial stage of the project demonstrated collaborative advantage as a condition for mobilizing human and financial resources was enabled. Collaborative inertia set in once the technical limitations of Aurora LGUs surfaced to complete the CDRA. This mirrored the results of the institutional capacity survey, administered to 87 disaster risk reduction and management Technical Working Group (TWG) members, highlighting the LGUs limitations in data availability and functional knowledge on climate change. Thus, a shift in capacity building strategy through focused mentoring and managing LGU expectations was done. The Aurora LGUs successfully completed its CDRA and LCCAP requirements through a lengthy and arduous process. It was acknowledged that CDRA preparation has a steep learning curve and competes heavily with other multiple functions and pressing demands from the LGUs. The national interagency forum resolution suggested that the CDRA be assigned to another government agency while LGUs shift capacity development initiatives to understanding and mainstreaming scientific assessment into local plans. The project experience highlights the difficult, yet promising, path to human security development and resilience building and underscored prudence and urgency of adaptation planning at the local level
